Setting upFirst - create a newalpha channel, on thatchannel using thecircular marquee toolmake a series of"patches" in any shapeor size (i prefer to makethem circles, to do so -hold down shift whileselecting)
Filter->Blur->Gaussian BlurSettings: 15px blur
Image->Adjustments->Brightness/ContrastSettings: Contrast 97,brightness ??
nb: brightness shouldbe set to acheive theeffect you desire
Final TouchesFinally select the alphachannel, make a newlayer and apply thesesettings to acheive theeffect pictured.
